Long Answer Questions — 4/5 Marks

1. Discuss the status and importance of English in India.

Answer: English occupies an important position in India because the country is multilingual and English is widely used in several important areas of public and professional life.

Its importance can be understood from the following points:

<ol class="wp-block-list">
<li>Education: English is widely used in higher education, professional courses and research.</li>

<li>Administration: It continues to be used for many official and administrative purposes.</li>

</ol>

Thus, English has an important educational, professional and communicative role in contemporary India. SCERT's syllabus specifically asks student-teachers to understand the status of English in the Indian context.

2. Explain the historical development of English in India.

Answer: The development of English in India is closely connected with British colonial rule. English gradually became important in administration and education during that period.

A major development occurred in the nineteenth century when English-medium education received official encouragement. Macaulay's Minute on Education of 1835 is often discussed in the history of English education in India.

Over time, English became important in schools, colleges, administration and professional communication. After Indian independence, English continued to have an important role alongside Indian languages.

Today, English is used in education, administration, business, technology, research and international communication. Thus, its role has changed from a colonial language to an important additional language serving several functions in multilingual India.

3. Explain English as a global language.

Answer: A global language is a language that is used widely across countries for communication among people of different linguistic backgrounds. English performs this function in many parts of the world.

English has a global role because—

<ol class="wp-block-list">
<li>It is widely used in international communication.</li>

<li>It is important in science and technology.</li>

<li>Much academic and research material is published in English.</li>

<li>It is widely used in international business and trade.</li>

<li>It has a major presence on the internet and in digital technology.</li>

<li>It is commonly used in travel and international organisations.</li>

<li>People from different first-language backgrounds often use English as a common language.</li>
</ol>

Therefore, knowledge of English can provide access to wider communication, knowledge and educational opportunities.

4. Discuss the use of “English around us.”

Answer: English is not confined to the English classroom. It can be found in many areas of everyday life.

We encounter English in—

<ol class="wp-block-list">
<li>Shop names and signboards.</li>

<li>Road and public-information signs.</li>

<li>Product labels and packaging.</li>

<li>Newspapers and magazines.</li>

<li>Television and advertisements.</li>

<li>Mobile phones and computer applications.</li>

<li>Websites and social media.</li>

<li>Schools, colleges and offices.</li>

<li>Banks, hospitals and transport services.</li>
</ol>

A teacher can use these examples as authentic language materials. For example, signboards, advertisements, menus and labels can be brought into classroom activities to make English learning more meaningful and connected with learners' surroundings.

5. Explain the constitutional and official position of English in India.

Answer: India is a multilingual country, and its Constitution contains provisions concerning the languages used for official purposes. Hindi in Devanagari script is identified as the official language of the Union, while English has continued to be used for official purposes under subsequent legal arrangements.

Thus, English continues to play an important role in Union-level administration, communication and various institutional contexts.

For D.El.Ed examination purposes, the important idea is that English has continued to function alongside Indian languages in India's multilingual administrative and educational system. The SCERT syllabus specifically includes constitutional provisions and English as an associate official language under Unit 1.

6. Explain the Three-Language Formula in Indian education.

Answer: The Three-Language Formula is a language-education approach developed to address India's multilingual character. Broadly, it encourages learners to study more than one language and aims to promote communication and understanding among different linguistic groups.

Its major objectives include—

<ol class="wp-block-list">
<li>Promoting multilingual competence.</li>

<li>Supporting the learning of regional and Indian languages.</li>

<li>Providing opportunities to learn an additional language such as English.</li>

<li>Encouraging national integration and linguistic understanding.</li>

<li>Helping learners communicate in different linguistic situations.</li>
</ol>

The exact languages and manner of implementation may differ across educational systems and states. SCERT includes the Three-Language Formula specifically within the “Status of English” unit.

7. Distinguish between English as a Second Language and English as a Foreign Language.

Answer: English may have different roles depending on the social environment in which it is learned.

English as a Second Language (ESL): English is learned after the first language and is also available in the learner's wider social, educational or professional environment. Learners may encounter English outside formal English lessons.

English as a Foreign Language (EFL): English is learned in an environment where it is not commonly required for everyday social communication. Learners may receive most of their English exposure through classrooms, books or media.

The main difference is therefore the degree and purpose of English use in the surrounding environment.

8. Discuss the importance of English proficiency for a student-teacher.

Answer: English proficiency is important for student-teachers because teachers need to communicate effectively and confidently in the classroom.

It helps a student-teacher to—

<ol class="wp-block-list">
<li>Understand English textbooks and teaching materials.</li>

<li>Give clear classroom instructions.</li>

<li>Communicate effectively with learners.</li>

<li>Develop correct Listening, Speaking, Reading and Writing skills.</li>

<li>Use communicative methods of language teaching.</li>

<li>Reduce unnecessary dependence on translation.</li>

<li>Access wider educational resources and professional knowledge.</li>

<li>Build confidence as a language teacher.</li>
</ol>

SCERT states that stronger English proficiency can improve a teacher's confidence and encourage greater use of communicative teaching strategies.

9. Discuss the role of English in a multilingual country like India.

Answer: India has hundreds of languages and varieties of languages. In such a multilingual society, English is one of several languages that can serve communication across linguistic boundaries.

Its roles include—

<ol class="wp-block-list">
<li>Supporting communication among speakers of different languages.</li>

<li>Providing access to higher education and research.</li>

<li>Connecting learners with international information.</li>

<li>Supporting communication in many professional sectors.</li>

<li>Providing access to science and technology.</li>

<li>Facilitating communication beyond regional boundaries.</li>
</ol>

At the same time, learning English should not mean neglecting the learner's mother tongue or other Indian languages. Multilingual competence can be treated as an educational resource.

10. What are the objectives of Proficiency in English-I?

Answer: According to the SCERT D.El.Ed curriculum, the major objectives of Proficiency in English-I are to strengthen student-teachers' English proficiency, help them understand the status of English in India, develop the four basic language skills, improve knowledge of English grammar, vocabulary and discourse, and connect language proficiency with classroom pedagogy.

Thus, the paper gives importance to both theoretical knowledge and practical English use.
